USCG WLB Pier

Location: Tongue Point, Astoria, OR
Owner: United States Coast Guard
Contract Value: $5,100,000
Completion Date: June 2009

The Tongue Point Facility is primarily an Aids to Navigation facility and is home of the USCGC WLB Fir. The WLB Pier was constructed in 1933 to provide berthing for USCG vessels. The existing WLB Pier consists of a concrete deck supported by braced timber piles and timber framing on posted timber piles. Ground conditions at this facility include several feet of loose, silty sands over a dense siltstone formation presenting challenging pile-driving conditions.

This project included replacement of approximately 18,000 SF of this pier including but not limited to the following: select demolition of the existing structure, installation of 24” diameter concrete-filled steel pipe piles, steel pilecaps, design, fabrication and installation of precast concrete deck system, topping slabs, removal and reinstallation of pier utilities, compliance with strict environmental requirements, and coordination with CG pier operations. Much of the pier had to remain accessible to the Coast Guard for ongoing operations during the construction process.

All in-water work was completed well within the allotted time and the total project was completed in June 2009.
